CCS Rules - Know it

The central civil service conduct rules, 1964 impose various restrictions on Central Government Employees. Some Do’s and Don’ts applicable to employees are given below:-
DOs
1). Maintain absolute integrity at all times.
2). Maintain absolute devotion to duty at all times
3). Those holding responsible posts shall maintain independence and impartiality in the  discharge of his duties.
4). Maintain a responsible and decent standard of conduct in private life.
5). Render prompt and courteous service to the public.
6). Observe proper decorum during lunch break.  Avoid moving out of office premises       during lunch break.  Any accident to employees outside office premises during lunch break is at their own risk. 
7). Report to superiors the fact of your arrest or conviction in a Criminal Court and the circumstances connected therewith, as soon as it is possible to do so. 
8). Keep away from demonstrations organized by political parties in the vicinity / neighbourhood of your offices.
9). Maintain political neutrality.
10). Manage private affairs in such a way as to avoid habitual indebtedness or insolvency.
11). If any legal proceedings are instituted for the recovery of any debt due from you or for adjudging you as an insolvent, report the full facts of such proceedings to the Competent Authority.
12). Act in accordance with Central Government policies, orders, rules, regulations, guidelines etc. applicable from time to time.
13). In performance of duties in good faith, communicate information to a person in accordance with the ‘Right to Information Act, 2005’ and the rules made thereunder.      
14). Report to the Personnel department about change in status w.r.t. marriage, conversion to other religions, name and addition / deletion of family members.
15). Report details in various declaration forms (Home town etc.) with accuracy.
16). Ensure that all medical claims are submitted for reimbursement within 3 months of completion of treatment.
17). File your income tax returns in time.
18). Apply for leave of any type well in advance as per applicable rules.
19). Report to the Personnel department if your spouse is employed in Central / State Govt. / PSU / Autonomous Bodies / any other government service.
20). File all your nominations with accuracy (G.P.F., Gratuity, CGEIS, Family pension Leave Encashment etc.)
21). When seeking employment in other Government organizations, forward your applications through proper channel.
22). Apply / Renew for passports through proper channel after obtaining ‘No Objection Certificate’ from your Department..

DON'Ts
1). Do not make joint representations in matters of common interest.
2). Do not be discourteous, dishonest and partial.
3). Do not practice un-touch-ability.
4). Do not associate yourself with any banned organizations.
5). Do not join any association or demonstration whose objects or activities are prejudicial to the interest of the sovereignty and integrity of India, public order or morality.
6). Do not give ex-pression to views on Indian or foreign affairs, while visiting foreign countries.
7). Do not get involved in unauthorized communication of any official document or any part thereof or classified information to any persons to whom you are not authorized to communicate such document or classified information.
8). Do not join or support any illegal strike.
9). Do not enter into any private correspondence with foreign embassies or Missions / High Commissions.
10). Do not accept lavish or frequent hospitality from any individual, industrial or commercial firms, organizations either foreign or Indian having official dealings with you.
11). Do not give or take or abet giving or taking dowry or demand any dowry directly or indirectly from the parent or guardian of a bride or bridegroom.
12).  Do not lend money to or borrow money from or deposit money as a member agent, with any person, firm or private company with whom you are likely to have official dealings.  Do not otherwise place yourself under pecuniary obligation with such person, firm or private company. 
13). Do not approach your subordinates for standing surety for loans taken from private sources either by you / your relations / friends.
14). Do not undertake private consultancy work.
15). Do not speculate in any stock, share or other investment.
16). Do not bring any political influence in matters pertaining to your service.
17). Do not consume any intoxicating drinks or drugs while on duty.
18). Do not indulge in any act of sexual harassment of any woman at her work place.
19). Do not employ children below 14 years of age.
20). Do not indulge in habitual absence without permission and overstaying leave.
21).Do not speak or take active or prominent part in organizing or conducting meetings of any political party.
22). Do not indulge in acts which violate the provisions of the Personal Marriage laws applicable to the employee.
23). Do not unauthorizedly indulge in subletting of quarters, erects any unauthorized structure in any part of the residence allotted to you.
24). Do not claim leave as a matter of right.
25). Do not submit and claim false medical bills.
26). Do not use Staff cars for non-duty journeys.
27). Do not misuse LTC facilities.
28). Do not communicate with the press, TV, Radio or any form of media until authorized to do so.

Activities requiring permission / sanction
1). To join educational institution or course of studies for University degree etc.
2). To join Civil Defence Service / Territorial Army
3). To join Home Guards Organization
4). To give evidence in connection with any judicial / departmental enquiry conducted by any person, committee or authority.
5). To accept gifts from near relatives and personal friends, when the value exceeds prescribed limits.
6). To accept international awards
7). To engage directly or indirectly in any trade or business, or hold an elective office or canvass for a candidate for an elective office in any body or canvass in support of any business of insurance agency, commission agency etc., owned or managed by any member of his family.
8). Acceptance of a part-time lectureship in an educational institution which is in the nature of a regular remunerative occupation.
9). To enroll himself as an Advocate with the Bar Association.
10). To grant letter of appreciation to the employees.

How to get Details of New Pension Scheme Account through SMS & Email ?

Terms and Conditions for SMS and E-Mail facility

A NPS subscriber has to specify his mobile number and e-mail ID in the subscriber registration form for getting the information through SMS or email.
Currently there is no fee for getting this facility.
Details are given below:
In these Terms and Conditions, the following terms shall have the following meanings:

Alert/Facility

Means the (services of providing the ) customized messages with respect to specific events/transactions relating to a subscriber’s Account sent as Short Messaging Service (“SMS”) over Mobile phone or email to the email account of the subscriber;

Subscriber

Means the person who holds a permanent Retirement Account Number (PRAN) opened by CRA and who is also IRA compliant;

CSP

Means the cellular service provider through whom the investor receives the mobile services.

CRA

Means NSDL who have been appointed as Central Recordkeeping Agency by PFRDA.

Availability of the Service

  1. CRA at its sole discretion may discontinue the facility at any time by providing a prior intimation through its website or any other medium of communication. CRA may at its discretion extend the facility to investors who register mobile numbers originating outside India.
  2. The Facility would be generated by CRA and will be sent to the subscriber on the mobile number or E-mail Address provided by the subscriber. Further, the time and the completeness of the Alerts content and delivery would be entirely based on the service availability of the service provider and its connectivity with other CSPs or the mail server availability of the respective websites. The Alerts are dependent on various factors including connectivity and therefore, CRA cannot assure final and timely delivery of the Alerts.
  3. The Subscriber will be responsible for the security and confidentiality of his/her Mobile Phone/email account to be used for this Facility.

Process


  1. This Facility provides information to investors over mobile phones and email ids for PRAN getting generated and the units getting allocated in Tier I and Tier II of the account, a day after the units get credited. These Alerts will be sent to those subscribers who have provided their mobile numbers and /or email ids to their nodal offices (like PAOs/DTOs/POPs etc.) while filling a PRAN application form.

  2. The Subscriber is duty bound to acquaint himself/herself with the detailed process for using the facility and interpreting the Alerts for which NSDL is not responsible for any error/omissions by the subscriber.

  3. The subscriber acknowledges that this facility will be implemented in a phased manner and CRA may at later stages or when feasible, add more features. CRA may, at its discretion, from time to time change the features of any Alert. The subscriber will be solely responsible for keeping himself/ herself updated of the available Alerts, which shall, on best-effort basis, be notified by CRA through its website or any other medium of communication.

Receiving NPS information through SMS and Email


  1. The subscriber is solely responsible for intimating in writing to his/ her nodal office/POP any change in his /her mobile phone number and /or email id. CRA will send the alerts only to the numbers/email id recorded in it system.

  2. The subscriber acknowledges that to receive Alerts, his/her mobile phone must be in an ‘on’ mode(reachable) as well as well as the email id must be ‘active’. If his/her mobile is kept ‘off’ for a specific period from the time of delivery of an Alert by CRA or the email account is no more in active State , that particular information may not be received by the subscriber.

  3. The subscriber acknowledges that the facility is dependent on the infrastructure, connectivity and services provided by the CSPs /or the e-mail service provider within India. The subscriber accepts that timeliness, accuracy and readability of information sent by CRA will depend on factors affecting the CSPs and other service providers. CRA shall not be held liable for non-delivery or delayed delivery of Alerts, error, loss or distortion in transmission of information to the subscriber.
  4. CRA will endeavor to provide the facility on a best effort basis and the subscriber shall not hold CRA responsible/liable for non-availability of the facility or non performance by any CSPs or other service providers or any loss or damage caused to the subscriber as a result of use of the facility (including relaying on the information for his/her investment or business or any other purposes) for causes which are attributable to / and are beyond the control of CRA. CRA shall not be held liable in any manner to the subscriber in connection with the use of the facility.
  5. The subscriber accepts that each Alert may contain certain account information relating to the subscriber. The subscriber authorizes CRA to send any other account related information, though not specifically requested, if CRA deems that the same is relevant.

Withdrawal or Termination


  1. CRA may, in its discretion, withdraw temporarily or terminate the facility, either wholly or in part, at any time. CRA may suspend temporarily the facility at any time during which any maintenance work or repair is required to be carried out or incase of any emergency or for security reasons, which require the temporary suspension of the facility.
  2. Notwithstanding the terms laid down in clause above, either the investor or CRA may, for any reason whatsoever, terminate this facility at any time. In case the subscriber wishes to terminate this facility, he/she will have to intimate his/her PAO/DTO/POP accordingly.

Fees

At present, CRA is levying no charge for this facility on the subscriber/PAO/DTO/POP. The subscriber shall be liable for payment of airtime or other charges, which may be levied by the CSPs in connection with the receiving of the information. As per the terms and conditions between the CSPs and subscriber, and CRA is in no way concerned with the same.

Disclaimer


  1. This Facility is only additional information for the investors and is not in lieu of the Transaction statement required to be provided by the CRA to its clients on a yearly basis.
  2. CRA shall be not be concerned with any dispute that may arise between the investor and his/her CSP and makes no representation or gives no warranty with respect to the quality of the service provided by the CSP or guarantee for timely delivery or accuracy of the contents of each Alerts.
  3. The Subscriber shall verify the transactions and the balances in his/her account from his/her nodal office and not rely solely on Alerts for any purpose.
  4. CRA will not be liable for any delay or inability of CRA to send the Alert or for loss of any information in the Alerts in transmission.

Liability

CRA shall not be liable for any looses, claims and damages arising from negligence, fraud, collusion or violation of the terms here in on the part of the investor and/or a third party.

Release of Point of Sale Version 7

Prerequisite:
Point Of Sale should be upgraded using Meghdoot Update 28032011.
New Installation Procedure:
1.  Uninstall the Point Of sale client and server folder if exists.
2.  Search for Poi*.cab files and delete if any exists.
3.  Install the Point of sale server and then the client.
Upgradation Procedure:
1. Take a back up of the Counter.mdb and Counter database.
2. Upgrade Counter database using counter05052011.exl using script tool.
3. Uninstall the Point Of sale client.
4. Search for Poi*.cab files and delete if any exists.
5. Install the Point Of Sale client.
          Note:  Point Of Sale exe should be run only after database up gradation.
New Features/Modifications:
*    Modified the circle wise barcode prefix validation for EPP articles.
*    Foreign registration fee configuration option for Bangladesh, Nepal and Bhutan.
*    Option for booking Inward Foreign MOs at Foreign Post Office Mumbai.
*    Insurance facility to articles booked to Great Britain discontinued.
*    Addition of Post Offices under Uttarakand circle for booking speed post articles.
*    Validation for the ePayment TNEB transactions.
*    Rectified the overflow error for IPO Sold transactions
*    Rectified the error in total number of FRP Sold data in DET.
